Central Government Eases Solar Setup: 10 kW Rooftop Projects No Longer Require Technical Feasibility Report

In a significant move aimed at promoting renewable energy, the central government has revised its regulations, making it easier for consumers to install solar energy projects on their rooftops. Consumers in Uttarakhand can now set up solar projects with a capacity of up to 10 kW on their rooftops without the need for a Technical Feasibility Report (TFR). This change, which has been implemented by the Uttarakhand Power Corporation Limited (UPCL), is expected to make solar energy more accessible and cost-effective for consumers.

Easier Solar Installations with Revised Regulations

The central government’s amendment to the Electricity (Rights of Consumers) Rules, 2024, now allows consumers to apply for rooftop solar photovoltaic (PV) projects up to 10 kW without requiring a TFR. According to UPCL’s Director of Operations, M.R. Arya, this amendment eliminates the need for technical studies and approvals for load increases corresponding to the installed solar capacity. This means that consumers can now easily reduce their electricity bills by installing solar panels on their rooftops without undergoing lengthy formalities.

Consumer Responsibilities and Requirements

While the new rules simplify the installation process, consumers are still responsible for certain requirements. If the installed solar plant increases the connected load, consumers will need to pay for the load increase and security deposit as per the regulations set by the regulatory commission. However, there is no specific requirement to apply for a load increase. If a consumer applies for a grid-connected solar rooftop PV plant, the approved connected load will be automatically considered increased to match the solar plant’s capacity.

Benefits of Grid-Connected Solar Rooftop Systems

Installing a grid-connected rooftop solar system under Phase 2 of the Grid-Connected Rooftop Solar Scheme has become more convenient with the new regulations. The scheme offers subsidies to residential consumers, making solar energy more affordable. Consumers can receive a 40% subsidy for the first three kilowatts and a 20% subsidy for systems between 4 kW and 10 kW.

Cost Recovery and Maintenance

The cost of installing a solar plant can be recovered within approximately five years, making it a financially viable option for many consumers. Additionally, the cost includes maintenance for the first five years, ensuring that consumers can enjoy the benefits of reduced electricity bills without worrying about additional expenses.
