President Rule Imposed in Manipur: President’s rule in Manipur was imposed on Thursday, following the resignation of Chief Minister N. Biren Singh 4 days earlier. The move signifies the central government’s assumption of control over the state’s administration due to political instability.

Central Government to Take Over

In addition to President’s rule, the state assembly has been placed under suspended animation, which effectively means that the legislative body is temporarily rendered inactive and the powers of the state government are now under direct oversight by the President.

The notification issued by the Ministry of Home Affairs explained that President Droupadi Murmu had determined that the situation in Manipur had become such that the state government could no longer function according to the provisions of the Indian Constitution. Under Article 356 of the Constitution, which allows the President to impose President’s rule in a state when there is a breakdown of constitutional governance, this move was made to ensure the continued stability and governance of the state.

Why President’s Rule Was Important

The notification further detailed that, under the powers granted by Article 356 and other applicable provisions, the President would assume all functions of the government of Manipur. This includes exercising the powers that would typically be vested in the Governor of the state. Essentially, the central government is taking over control of Manipur’s affairs, temporarily suspending local political structures and leadership, until the situation stabilizes or an alternative arrangement is made.

This step is typically taken in situations of political crises, breakdowns in law and order, or when the state government is unable to function, and it is seen as a drastic measure by the central government to maintain order and governance in the state.
